I mean, people are picked by personal preference, not what they can do
This has always been a problem in any Council
Council determines the mindset of the faction as well as give them direction for daily activities and present opportunities for fun
Also a lack of discipline is a problem as instead of punishing by sending the offenders on a task or try to get through to them, it is a EXILE before all evidence is presented.
As of late I really see it getting better as far as Jedi being aligned with the light side, respectful of life, mindful of their surroundings and playing the part well....maybe I am just talking about the SHIN RA family and the GRANDMASTER
