Artifact Only Inners?

So we already got the Sawblade and Dark Saber as artifact only inners but to be completely honest that isn't that good considering the really cool effects aren't even limited, you can get three of the coolest effects (IMO) with a custom legendary, I feel like the new epicsword and lightning inners should be limited to custom artifacts only

+1 I feel like people who worked up to artifacts should get more special effects. In my opinion the saw and darksaber really isn't enough when the legendaries can get better effects.

I am saying that 2 of the 4 new effects should be artifact only. (NO ONE HAS ANY OF THESE NEW EFFECTS YET) the ones that have been in since the beginning are to stay as anyone can use it
