Shepard can obviously just negate all votes if he really wants to.
It's important for people to post their opinions rather than just silently voting, It shows how the majority of people feel about a certain topic.
The poll system does the same thing, but giving people a voice is more in depth and you can see what other people have to say rather than solely how they feel about the topic.
